DeterministicCompletionVerifier

Read-only application policy resolved from a durable verifier reference.

The runtime may repeat verify after a crash before decision publication. Implementations must therefore be deterministic and side-effect-free. Any necessary external mutation belongs behind Cayu’s ordinary effect contracts.
